This is like a vanity architectural decoration, useless, but could have been useful, paid for with public monies? I am a fan of public art, but arresting someone for climbing a surrogate wanger, and then putting up a picture of a bird? Heh heh heh, genius!

@0y3ahSansAcut3 I took a bus tour of South Korea about a dozen years ago and every bridge we went over was unique and fascinating to see. They made the long stretches between stops more interesting.

Public works should be beautiful. Why should we have to be punished with ugliness just because it's not private property?

I agree with you on this, entirely. But these huge concrete towers seemingly could pull double duty, actually supporting the bridge.
