Something got in there, and then you opened the slots all the way through, for future cleaning. The knife handles hold them from falling through, anyway. Plus, with universal open slots you can get more tools in there.
Last I checked, bamboo skewers had gotten crazy expensive so I don't know if it's still a cost-effective thing to do. Best advice I can give is buy more than you need because, like buying housepaint, the moment you have to buy more from a later batch or different vendor you'll be annoyed by the subtle differences between them forever.
